Website Builder is available with the Home Pro accounts and above, so if you have a Starter Professional account then Web Builder will not be available.
If you are a reseller make sure you have marked it as available for the package under the Reseller Control Centre and selecting Configure by Create/Edit Web Hosting Packages.
